I have over 15 years of experience and have been active in different development projects related to e-governance solutions. Besides working as a project manager in several state projects, it has been my privilege to lecture in many universities and colleges in Estonia since 2007.

My key focus so far has been on working in the field of information management since 2003, concentrating on digital document and records management in order to improve e-governance solutions. Over the years, I have participated in the work of the records management board, developed the document management professional standard, and participated in the work of the board in awarding the aforementioned professional qualifications.

I have also been active in developing document management terminology alongside developing and conducting various courses in digital document and records management. I have helped develop the certification criteria for document managers in the public and also run many certification exams.

In addition, I have participated in many workgroups on the development of the different standards related to information management and digital archiving, as well as for public service design and service-oriented approach enhancement. This field and the related problems were also discussed in my PhD thesis “Paperless Management as a Foundation for e-Governance in Local Governments”.

One of my biggest achievements in recent years and a crucial component for e-governance education has been the establishment of an international Master’s programme e-Governance Technologies and Services (www.egov.ee) within Tallinn University of Technology in cooperation with field experts and public sector facilities. This programme should enable to aggregate best-practice academic knowledge as well as the needs of the public sector and the experience of the private sector in the field of e-governance solutions. The Master’s programme launched in 2013, and I have been leading the development process since 2009. Based on my own interdisciplinary experiences, this programme centres on the transition to e-governance in various disciplines and combines administration, IT, legal and economic perspectives. Besides managing the curriculum, I am also the head of the e-State technologies laboratory at TUT, which is focused on implementing a service-centric approach in local governments.

Over the last decade, I have participated in several national development projects on digital document management and exchange, the most well-known of which is developing and implementing the Document Exchange Centre (DEC) and developing the DECS framework for the management of digital document exchange in the Estonian public sector. I have also taken part in the e-service unification project for local governments since 2011, whereby more than 50 e-services have been developed for local governments in Estonia. Below is a list of some of the projects in which I have participated in recent years:

  • National Processing System for European Union draft legislation (ELIS) – participation in developing the methodology and as project leader. ELIS is built for the national processing of draft legislation from the EU, and it includes all ministries, the Bank of Estonia and certain bigger authorities. The goal was to make the entire process digital, including e-submission (all draft legislation for Government sessions is presented as a digital pack).
  • EDMS Amphora development and implementation since 2003 (launch of digital document and records management) in more than 100 local governments – carried out analysis for the development process, worked on software design, developed the implementation methodology for transitioning to digital document management, conducted implementation projects and end user training sessions. Developed training plans and materials for implementing digital document and records management.
  • DEC development – since 2006, leading DEC development both as an analyst and designer. EDMS Amphora was one of the first platforms in Estonia that reached DEC capability. In addition, on the basis of EDMS Amphora, more than 50 local government services (e-services in www.eesti.ee environment) have been developed and directly linked to the platform.
  • eGov 2.0 in practice - the project ‘‘E-Government 2.0 in practice’’ is conducted under the European Commission’s program ERASMUS+ and aims to develop innovative and interdisciplinary teaching curricula in the area of e-Government, offering a new quality of university education as regards the content provided and educational tools applied.
  • Developing summer school’s programs and eGov courses – since 2015 I have been working with different universities and public sector facilities in Tunisia, Malta and Poland (in collaboration with Estonian e-Governance Academy) in order to develop e-governance related summer courses for students as well as for public sector officials. First course should be conducted in fall 2016

Teaching

Teaching topics related to information management and e-governance has been one of my deepest interest as raising awareness in the field of the e-governance essential for e-governance developments. I have taught different courses over the years related to information management, digital archiving, e-governance development and project management. For nearly ten years, I have lectured in several schools and universities on the aforementioned topics. I have also conducted several workshops and courses for public sector officials (customized courses based on organisational needs) which have been related to e-governance development.

At Tallinn University of Technology, I have been teaching the following courses (since 2013 and will be teaching them in future):

  • "Information Management and Digital Archiving" (IDU0430, 6ECP), the course aims to give a general overview, knowledge and understanding of how information life cycle management issues are linked with business processes as well as to (digital) archiving in theory and practice
  • “Information Society Concepts and Principles” (IDU0405, 3ECP), the course aims to explain the core of the information society, and to describe the role of e-Governance in it. General info-political principles, organizational setup, management of e-governance, legal framework, financing of e-governance systems and services as well as technical architecture are discussed in this context
  • “Planning and Implementing eGovernance” (IDU0420, 6ECP), the course aims to provide students with an insight into e-government solutions planning, budgeting, implementing, controlling and maintenance. Ultimately, the students are given an understanding of an e-solution life-cycle.

Publications

Below are descriptions of papers on the development and research activities in local governments moving towards e-governance by implementing paperless management and the activities for the development of the e-LocGov model. A short overview and my own contribution to the research listed below in chronological order:

  • Draheim, D., Koosapoeg., Pappel, I., Pappel, I., Tepandi, J. (2016) "The Design of the Estonian Governmental Document Exchange Classification Framework". Proceedings of EGOVIS 2016 with LNCS by Springer Verlag. (3.1). This article explains the rationales and problems in the design of the DECF - a tailored assessment framework, the so-called document exchange classification framework. The DECF enables the analysis of document exchanges between different kinds of information systems, via different channels and between different kinds of organizations. I am the first author and will present its result in Portugal, Porto in September 6. 
  • Pappel, I., Pappel, I., Saarmann, M. (2012). Digital Records Keeping to Information Governance in Estonian Local Governments. In: i-Society 2012 Proceedings: i-Society 2012, June 25-28, 2012, London, UK. Ed. C. A. Shoniregun, G. A. Akmayeva. London: IEEE, 199-204. (3.1) I was the first author in composing this article and drafted its plan. The article describes the different parts of the e-LocGov model and analyses the possible implementation of its components in local governments. Having implemented most of the components, I described the main principles and the nature of Local Government Systems and the e-LocGov model. I also denoted current shortcomings (IT systems on the prototype level) that inhibit the application of the e-LocGov model. I presented the results of the article in London, United Kingdom in June 2012.
  • Pappel, I.; Pappel, I.; Saarmann, M. (2012). Development of information society and e-government by improving electronic records management solution at Estonian local authorities. In: Piet Kommmers, Pedro Isaias (Ed.). Proceedings of the IADIS International Conference e-Society 2012 (457-462). Berlin: IADIS Press. (3.2) I was the second author in composing the article and contributed to the gathering and relaying of relevant information. The article gives a more thorough overview of EDRMS Amphora development activities within the Structural Funds project “Citizen’s view of paperless records management and development of participatory democracy solutions in locl municipalities” in 2008-2009 wherein preconditions were created for a more efficient implementation of e-governance in local municipalities. The article describes the main activities of the development project, and some of the results concerning the implementation of e-governance have been brought out which in turn were created as a result of the development project. I was involved as the project manager on the developer’s side and was responsible for the quality of the project results.

In the implementation of EDRMS Amphora, I have carried out most of the training and have received direct feedback about the chosen methods of teaching. Years of implementation of the EDRMS Amphora and other e-governance systems provide very important input information for shaping the teaching methods. This resulted in previously adjusted and pre-defined EDRMS Amphora work environments for implementing the software and an optimised (i.e. shortened) implementation process.

The article thoroughly discusses the transformation of services from paper-based into digital form and touches upon the possibility of its application from technological and social aspects. The central services repository (Public Services System (PSS) in the vocabulary of the authors) is discussed more thoroughly, which would allow for unifying and reusing the descriptions of services in all the interested local governments.
  • Pappel, I.; Pappel, I.; Saarmann, M. (2011). Conception and activity directions for training and science centre supporting development of Estonian e-state technologies. 5th International Conference on Theory and Practice of Electronic Governance, Tallinn, Estonia, 26 - 28 September, 2011. Tallinn: ACM, 219-224. (3.1) I was the main author of this article and contributed to the drafting of the main plan. This article gives an overview of parallel actions in the development of EDRMS Amphora because, in addition to development, there was a need for the creation of a more specific structure of local governments. It became important to also create an infrastructure which dealt more thoroughly with the transition of local governments into e-governance. The article discusses the objectives and principles which laid the foundation for the e-State Technologies Laboratory and the creation of the Master’s programme e-Governance Technologies and Services. I was one of the creators of the relevant institutions for both projects.
  • Pappel, I.; Pappel, I. (2011). Methodology for Measuring the Digital Capability of Local Governments. 5th International Conference on Theory and Practice of Electronic Governance, Tallinn, Estonia, 26 - 28 September, 2011. ACM, 357-358. (3.1) I was the second author of this article and contributed to the gathering and relaying of information. The first development principles of the digital performance index for local governments were detailed here. I was responsible for describing the criteria and measurements for local governments. In addition, I conducted the surveys and analysed the results.
  • Pappel, I.; Pappel, I. (2011). Implementation of service-based e-government and establishment of state IT components interoperability at local authorities. The 3rd IEEE International Conference on Advanced Computer Control (ICACC 2011), Harbin, Hiina, 18-20.01.2011. Singapore: Institute of Electronics and Computer Science, 371-378. (3.1) I drafted the plan as the first author of the article. Having worked out software specifications during the development of EDRMS Amphora, I had a vision and an overview of the necessary architecture for an interoperable and central management system. The article sums up the necessary prerequisites for and the needs of local governments for the transformation into paperless records management and explains the importance of interoperability. The article gives an overview of external IT systems that have to interact with EDRMS Amphora. I presented the results of the article in Harbin, China in January 2011.
